Job Summary:
Work involves performing technical work in locating, developing, preserving, comparing and identifying latent fingerprints discovered during criminal investigations and testifying to their results in a court of law. Work also involves developing, recovering, transporting, analyzing, evaluating and comparing recorded fingerprints, latent fingerprints and evidence collected at crime scenes; preparing testimony and testifying in courts of law; processing, identifying, recording and storing crime scene property and evidence used for identification. Work involves handling a variety of learned tasks of an administrative or technical nature with knowledge coming from formal occupational training or on the job training/experience. Work is primarily, but not entirely, routine in nature with the employee determining the best approach to achieving results. Work is reviewed at the completion of projects or periodically for quality and timeliness by the Senior Latent Fingerprint Examiner and/or Police Lieutenant through observation and reports.
Essential Functions:
Operates Automated Fingerprint Identification System (AFIS), AFIX Palm Reader, or similar Latent Print Technology equipment; operates CRIMCON, RAMCON and camera. Searches fingerprints, palm prints, or other types of prints through criminal files to determine if suspect has a previous record under a real or alias name. Enters images, scans and reads results and trace prints; operates live scan electronic inkless fingerprint system. Compares latent prints with suspects to identify crime suspects. Examines crime scene evidence submitted by law enforcement agencies and toxicology laboratories; may take fingerprints from deceased persons. Makes criminal record checks on law enforcement personnel, adoption applicants, teachers, pistol permit applicants, liquor license applicants, military applicants, ex-convicts and record checks for other agencies. Prepares and presents charts orally and in writing; testifies in court as an expert witness. May assist in the training of Fingerprint Technicians, Interns or other public safety personnel. Drives and operates a motorized vehicle and various office equipment including a personal computer.
Supervision Exercised:
None, but an employee in this classification may provide guidance, assistance and training to less experienced workers.
Work Environment:
Work is performed in an office and laboratory with exposure to latent print processing chemicals, powders, and deceased bodies or parts from potentially diseased persons.
Physical Demands:
Work involves sitting for long periods of time, working in limited space and under stress of time constraints, the physical dexterity in the use of hand eye coordination and manipulative skills in the use of hands and fingers.
Knowledge_Skills:
Knowledge of modern methods and procedures used in fingerprint classification and identification work. Knowledge of the equipment, principles, and methods used in photography, fingerprinting, and photographic reproduction. Knowledge of computer operations and applications. Knowledge of the general laws, policies, rules, and regulations involved in law enforcement work. Knowledge of pertinent federal, state, and local laws and regulations as they apply to fingerprint record keeping, identification, security of records, and presenting evidence in a court of law. Ability to compare and classify fingerprints accurately by Henry and NCIC systems. Ability to operate a camera and latent print comparator. Ability to operate AFIS computer, CRIMCON, RAMCON and camera. Ability to establish and maintain working relationships with supervisors, associates, subordinates, enforcement agencies, and the general public. Ability to plan and conduct training classes and seminars in the field of identification. Ability to oversee subordinate personnel. Ability to communicate both orally and in writing. Ability to drive and operate a motorized vehicle. Skill in operating a camera, computer, AFIS system, and latent print comparator.
Compensable Qualifications:
High School Diploma or G.E.D. and two year of experience in fingerprinting and latent fingerprint examination or any combination of education and experience that demonstrates the above listed knowledge, skills, and abilities.
License/Certification Required:
Basic Fingerprint Certification. Ability to obtain a Basic Latent Fingerprint Certification. Ability to obtain an Advanced Latent Fingerprint Certification. Valid Driver's License.
