That would be the FBI building in Phoenix. It's up near Deer Valley Airport, loop 101 and I17 interchange area.

Correct! I'm assuming from the highly detailed answer, you're from the area.

I flipped the image in case someone tried to do a Google image search.

If anyone has a cool photo of something like this, post it or send it to me and I'll post it on your behalf (anonymously or not-you decide).

Since you have let your image-flipping cat out of the bag:

Well, this one has lasted over a week. However, Amanda Wilson did find the answer but she couldn't remember her password to post it. Although I can reset it for her, I decided to hold her account hostage to see if anyone else could find it. So, out of kindness, I figured I'd mention that - and that's really what matters, right?

I also made it tougher by making adjustments to the image so a simple image search (or flipping it and running an image search) wouldn't work. It will take a little more digging to find the answer to where it is and why it's there.

I'll let it sit up a few more days before giving out the answer. However, this post contains all of the clues necessary to find the mural and the information about it.

Just to bring this back up, here's what looks like the finished product...
For a bit of a hint, it appears to have been finished in 2001 and is for sale.

Another photo from the artist. It's tough making these so they can't be easily image searched on Google.

Who does this belong to, and for extra internet points - which finger is it?

Ah, my good friend Juan - I'd know him anywhere! His right thumb, of course. They should have used this on the stamp instead of his portrait.
