A Latent Print Examiner job is available with The City of Fort Worth Police Department Forensic Science Division. This position will perform a variety of scientific laboratory analyses on physical evidence to provide scientific consultation; interpret test results and form conclusions; testify as an expert witness in court; and assist supervisory staff in various assigned projects.

Work Schedule: primarily 7:30 a.m. to 4:00 p.m., Monday – Friday

(hours may be flexible upon completion of training/orientation)
This is a Full-Time position working 40 hours with benefits.

The Latent Print Examiner job responsibilities include:

Evaluate and process items for the presence of pattern and impression evidence (e.g. latent fingerprints, palm prints and footprints) utilizing various forensic equipment and methods, including but not limited to visual examination, specialized lighting tools and techniques, lasers or other specific wavelengths such as infrared and ultraviolet, and chemical reagents.
Apply scientific principles during the examination and evaluation of pattern and impression evidence (e.g. latent fingerprints, palm prints and footprints) to determine suitability for comparison and/or entry and search in various automated systems.
Encode, encrypt, enter and search unknown fingerprints and/or palm prints into various Automated Fingerprint Identification Systems; retrieve and compare a list of at least twenty (20) candidates for each print that is encoded and searched through each AFIS database.
Use necessary precautions in evidence handling to ensure evidence is not contaminated; maintain chain of custody on all evidence.
Interact with law enforcement agencies and officials, police investigators and the District Attorney's office regarding latent print analyses.
Conduct detailed visual comparisons of friction ridge skin (i.e., latent fingerprints, palm prints, and footprints) utilizing valid scientific techniques and digital image processing for the purpose of effecting identification.
Prepare, review and release written reports of conclusions and test data. Prepare and maintain documentation detailing latent print evidence items as received, examination methods and results.
Testify in legal proceedings as an expert witness.
Ensure all examinations and documentation records are in compliance with Laboratory Policies and Procedures and ANAB policies, procedures and guidelines.
Compile and maintain statistics on cases with latent print submissions and processing/comparison requests, quality of prints received/developed and case status.
Perform related duties as required.
Adhere to assigned work schedule as outlined in the Department and City attendance policies and procedures; ensure all behaviors comply with the City’s Personnel Rules and Regulations.

Minimum Qualifications:

Bachelor’s degree with course work in Physical Science or Forensic Science.
Candidates who do not meet the Education requirement, may be considered if they have more relevant work experience than the position requires.
One (1) year of relevant forensic laboratory/ latent print experience.
Ability to obtain a valid Texas driver’s license.
Provide a buccal DNA sample after date of hire.
Ability to comply with all Texas Forensic Science Commission requirements.

Preferred Qualifications:

Current International Association of Identification (IAI) Latent Print Examiner certification.
Current AFIS certification.
Qualified as an expert witness in court.
Practical job-related experience in the science of latent print
Practical experience in latent print development and/or with an Automated Fingerprint Identification System.
Experience working in a forensic laboratory.
Familiarity with ISO 17025 and ASCLD/LAB Supplemental requirements and good knowledge of Quality Assurance/Control principles and procedures.
Successful completion of one or more recognized courses of study in the science of latent print
Experience preparing reports for law enforcement agencies.
Good oral and written communication skills for lay, legal and technical audiences.

OTHER REQUIREMENTS

Final candidates selected for hire in the Police Department will be subject to a fingerprint/criminal history background check and polygraph examination.

Working Conditions

Applicants for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Due to CJIS requirements related to system access, the following will result in being disqualified for this position: Felony Convictions, Felony Deferred Adjudication, Class A Misdemeanor Conviction, Class B Misdemeanor Convictions in the last 10 years, Class A Misdemeanor Deferred Adjudication, Class B Misdemeanor Deferred Adjudication in the last 10 years, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and ALL Family Violence Convictions regardless of class.

Depending on assignment, positions in this class typically require touching, talking, hearing, seeing, grasping, standing, stooping, kneeling, crouching, reaching, walking and repetitive motions. Incumbents may be exposed to moving mechanical parts, odors, dusts, poor ventilation, chemicals, oils, extreme temperatures, inadequate lighting and intense noises.

Light Work – Depending on assignment, positions in this class typically exert up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and/or a negligible amount of force constantly having to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for the Sedentary Work category and the worker sits most of the time, the job is rated Light Work.

Conditions of Employment

Candidates who do not meet the Education requirement, may be considered if they have more relevant work experience than the position requires. Those selected for employment will be required to pass Pre-Employment checks depending on the position requirements. Those could include, but are not limited to: criminal background check, drug screen, education verification, etc. Criminal convictions will be considered on a case by case basis.
