AFIS Proficiency Tests

In the new ISO testing environment we need to complete proficiency tests in each area of testing.

How has your agency approached AFIS proficiency tests?

How are they graded? Does the latent hit? Was is encoded properly? How do you score proper encoding?

Thank You for your ideas, we have created two internal AFIS proficiency tests so far and I wanted to see if there might be some better ways to approach it out there.

We've done this once so far. We made it an observation-based test. I created a grading sheet that broke up the process into multiple steps. There's the documentation part, the entry part, the review, the report, etc. Last year, three of the examiners were observed retrieving latent envelopes and performing the evaluation for AFIS entry. They had to meet each of the criteria on the grading sheet, which was based on the procedural requirements (chain of custody, documentation, worksheet creation, etc.). Next time around, the examiners might be observed entering latent prints into the system (scanning, encoding, launching, etc.). There are six sections on the grading sheet. I will just choose which sections will be observed each time the test is given. Does that make sense?

We created our own four years ago so it's an internal test. Got approval from ANAB first. Requirements are search a print and get a candidate list. Simplistically, we aren't concerned with a hit or chart or anything else other than did the examiner submit a print and launch it successfully. A case file is created and report written.

We added the observation part (like Heather) as a way to assure the print was actually entered correctly. It's a simple test and we can usually knock it out at the same time we are doing a yearly observation (in-house requirement) to kill two birds with one stone.

I've created some fun scenarios for my partner and usually just give them a lift or an image of a print (or both).
