WORK LOCATION: The King County Courthouse, 516 Third Avenue, Seattle, WA 98104. Occasionally work may be done at the Latent Processing Lab (4623 7th Avenue So., Seattle) and throughout the county for crime scene call-outs.



WORK SCHEDULE: Scheduled hours are approximately 8:00 to 4:30, Monday through Friday, but this employee may be called to assist at crime scenes without advance notice, anytime day or night, seven days per week, including holidays.



PRIMARY JOB DUTIES INCLUDE:

* Supervising the work of 16 Latent Fingerprint Examiners.
* Developing and implementing policies and procedures for the unit;
* Supervising, training, and providing technical assistance to staff;
* Testifying as an expert witness;
* Troubleshooting hardware and software problems on Automated Fingerprint Identification System (AFIS) and NEC mainframe;
* Supervising the acquisition, maintenance, and safety aspects of the Latent Fingerprint Processing (chemistry) Laboratory located about three miles from the Courthouse.
* Assist civil service in creating employment selection criteria for Latent Fingerprint Examiners.
* Evaluate employee performance and determine appropriate actions;
* Handle and resolve personnel problems and issues in the unit;
* Provide staff mentoring in history, theory, and practice of latent fingerprint science.
* Collect, maintain and provide operational and statistical information concerning staffing needs, work products and backlogs;
* Research, evaluate and recommend new software, hardware, and communications technology and products; write and/or review proposals, RFP and/or RFI documentation
* Monitor and maintain unit budgeted funds and balance workload and equipment purchases against available funding.
* Act as a liaison within and outside the Sheriff’s Office to solve problems and to implement work plans and procedures required by technological changes and/or new legal requirements;
* Track legislation and rule changes and implement new procedures to ensure compliance;
* Forecast and plan staffing and training needs, equipment and software purchases and staff workloads.



QUALIFICATIONS: A minimum of two years hands-on experience in latent fingerprint processing, comparison and identification are required, in addition to technical training.

Candidates must have knowledge of and experience with:

* safety considerations for handling biohazards and caustic chemicals;
* forensic photography and other techniques used in the collection, preservation, and comparison of latent prints;
* evidence handling procedures;
* ASCLD requirements for certification of the Latent Processing Laboratory;
* latent fingerprint and palm print comparisons;
* conflict resolution and other supervisory concepts;
* word processing and spreadsheets, and the ability to:
* analyze work flow and demands;
* formulate unit objectives,
* forecast needs and prepare budget estimates;
* supervise, delegate projects and direct the work of others;
* exercise technically accurate judgment in effecting positive identifications, negative comparisons, or in determining a print is of no value for comparison purposes;
* give clear, credible and persuasive expert testimony and explain scientific methods and results to an average juror;
* stay current in the profession and make methodology recommendations through research and participation in advanced training;
* maintain a professional demeanor when in contact with attorneys, court officers, defendants and the public concerning cases involving highly controversial and emotionally-charged issues;
* maintain confidentiality; and
* communicate clearly in written and oral reports.

$30 an hour is not even close to what it would take to supervise Michelle...

Maybe I don't quite understand. I would only have to pay the county $30 per hour to supervise Michele? Seems like a bargain - but I don't think she'd listen to me - she's too sharp.
