Master AFIS List

Does anyone know of a national master AFIS site list? (regardless whether it is NEC, Morpho, Cogent, or Motorola). We need a list of ALL AFIS sites--if possible.

We have some serious cases that the cold case detectives would like us to send out to various AFIS sites. The cases involve murders and/or rapes.

We operate a regional system here in Northern Virginia, linked to DC and suburban Maryland.

These cases have also been entered into IAFIS and Virginia State Police, with negative results.

Since state and local databases have smaller populations to search than IAFIS, the apparent logic is to use a shotgun approach by widening our circle from here to at least the Mississippi River, and from the Canadian border to the Gulf Coast. Hopefully, we can achieve a "hit."

In the past, we have just thumbed through the IAI membership directory for contacts. It is an inefficient way to conduct business.

Any information would be appreciated.

I dont have any master lists for Texas or anything like that but I can tell you I am in West Texas, Odessa to be exact. We are one of many AFIS sites in Texas. I would be happy to do some entries for you if you are looking for an entry to be done in this part of the country. just let me know if you need an entry from this area.

I don't know if you have heard from California. I could compile and send you fairly extensive list of all of the AFIS's in California including the vendor. Do you need this or has someone already responded.

Thank you. That is very generous of you. We haven't got to CA yet.

We are looking for sites, including state or regional databases, and sites that have their own database--apart and separate from the state databases.


We have found over the years, in some cases, latents may "hit" something on a smaller database that did not make the list on a larger database. Also, some smaller agencies put in every minor offense imaginable, while some larger sites have certain restrictions regarding so-called "petty offenses."

Having made the effort to compile a list of AFIS sites that either has not previously existed, or is very difficult to come by, do you plan on sharing it via publication? Either on this forum, or contact Kasey to place it elsewhere on the site might be a good choice.

I think I can. Qwite honestly, I had not thought that far ahead. Good point.
It will take us a while to put this together. We are jjust getting started.
I will make a note of it though.

What we have run into is that some of the people who are running the AFIS systems or managing the databases know little or nothing about how to enter and code latent entries.

Then, there are others who have a terminal and can enter the latent(s), (an that's fine), but we are looking for one point of contact per database.

Some state lab systems, such as Illinois, for example, have one examiner who is an AFIS coordinator, or something like that. I don't have my notes in front of me.

One issue I see right now is keeping a list updated. List like this can quickly become outdated.

The other issue is protocols. Most protocols are similar. However, some have more nuances than others. The standard for a latent scan is 1000ppi. Some agencies prefer a disk; some photos; some both. Some agencies keep a latent in their system for a set periods of time, while others keep them in indefinitely.

If one were to send a print to Virginia, there is the state system which which has four regional labs tied into it, and we have a regional system here in the north end of the state with about seven jurisdictions participating. Suburban Maryland (Prince George's and Montgomery County), is similar as well. They have a two-county database appart and separate from the state's.

Most criminals are regional. However, there are a few of these crimes that are committed by transient criminals. And, this is why I am pursuing this information.

Both suburban MD and VA can search Washington, DC's AFiS as well. This is a good example of AFIS interoperability--three databases that can "talk" to each other. We have drop down menues that can query ours, DC or MD. They can do likewise. If we get a "hit", we just call, email, or fax a request to the agency for a fingerprint card to complete our examinations.

This allows faster and more accurate searching.

It is a shame with the technological advances that we cannot just click on a geographical menu and query any and every region in the country.

I will discuss this with my colleagues and when we get it together, we will see how we can share the information in order for others to benefit from it.
