Military FPC's are part of the bureau's civil files. You'll have to contact them and see if your latent can be searched against it.

Without getting into the specifics of your case I would suggest contacting someone at the FBI or CJIS to see if/how you could do that. The civil files are not CHRI so different rules apply.
