Every once in a while I'll log into the Admin panel and check to see who has started, but not finished, the registration process. There's usually a handful of them there that appear to be legitimate registrants (not bots). Part of the registration process is receiving an email and having to click a link or manually cut/paste the link in order to get less bot registrants. If you're registering with an address that you don't check often, then you may not be finishing your registration, and thus cannot log in. When I see these, and the email addresses seem legitimate, I will send a reminder. This year, I've sent out nine reminders.
Other than that, there is no approval process for administrators/moderators for new registrants.
Additionally, many of us will register and then won't have anything to post for several years. In the meantime, we've forgotten our passwords. And in some cases, used an email address that we no longer have access to. Or we've created an alias and can't remember the password or email we used for that alias. So we just register again, with a similar username. If you are unable to go through the password recovery for this (or any other) reason, Kasey or I can take care of this for you. That way you won't have multiple usernames, which will require multiple email addresses, for the board.
