I suspect that's going to be a state-by-state thing. In Texas, for instance, you want the Justices of the Peace, if you want to know who rules on manner of death, and in the 12 largest counties, there are medical examiner districts.
You can get a list of JP's at http://168.39.176.29/OCA/DirectorySearch.aspx by selecting Justice of the Peace and All Counties. (There will be 254 counties, most with at least four precincts.)
