Here's a thoughtful analysis of the PCAST report by Bruce Budowle, Director at the Center for Human Identification at University of North Texas.

the TL;DR synopsis is: The PCAST report is a policy document that cloaks itself in science and commits some overgeneralizations. That being said, it neither outlines best practices as a policy document would, nor is it itself a scientific document which ultimately limits its utility.

Mr Budowle says it like this:
The academic and professional standings of the PCAST Committee members are not a substitute for good practices (none of which are documented). No one should take seriously this report because it has little substance to support its contentions.
