Everyone thought the report would have had a greater impact than it did. The reason? Everyone is accusing everyone else of being afraid of science.
So, basically it's an appeal to the authority of science which, ironically is not scientific.
Just be more sciencey, guys! (A theme echoed in the latest JFI commentary about testimony)

I recall at the time thinking it was a good first step, but changes would take decades. The justice system is a vast, unwieldy beast, with strong incentives to keep things as they are and have (in the eyes of the main actors) always been. I think there is a point about a fundamental lack of understanding of science and scientific principles among some of the main actors, a lack of resources for training, and a strong anti-science/anti-authority mood in parts of the populace.
